NITA’s GHC 813 million debt is gov’t liability, not ours – Davis Opoku clarifies

Member of Parliament Davis Ansah Opoku has set the record straight regarding the financial state of the National Information Technology Agency (NITA), following recent allegations made by Communication Minister Samuel Nartey George.

In a Facebook post, Opoku emphasized that NITA’s current debt of GHS 813,486,505.89 is a Government of Ghana liability rather than the agency’s own.

He explained that this debt primarily stems from the deployment of the Smart Workplace system across Ministries, Departments, and Agencies (MDAs), covering software licenses, maintenance, and support services—financial obligations meant to be settled by the Ministry of Finance.

He further noted that other outstanding debts were either incurred before NITA’s infrastructure was transferred to a private contractor or while providing essential ICT services to MDAs.

Addressing concerns over NITA’s GHS 25.08 bank balance as of February 2025, Opoku clarified that this was due to funds being swept into the Government Consolidated Account by the Controller and Accountant-General’s Department as part of routine public financial management procedures.

His clarification comes after Samuel George accused the previous Akufo-Addo administration of engaging in a third-party contract that allegedly diverts NITA’s revenue.

The minister described the situation as state capture, claiming that despite NITA’s infrastructure facilitating services, its revenue is funneled elsewhere, leaving a mere GHS 25.08 in its account.
