President Mahama constitutes five-member committee to probe petitions against Chief Justice

President John Dramani Mahama has formally constituted a five-member committee to investigate three separate petitions lodged against Chief Justice Gertrude Araba Esaaba Sackey Torkornoo, following the establishment of a prima facie case.
The move comes after consultations with the Council of State, in accordance with Article 146(6) of the 1992 Constitution. The committee is tasked with conducting a full inquiry into allegations of misconduct, abuse of office, and constitutional breaches leveled against the Chief Justice.
The committee members are:
- Justice Gabriel Scott Pwamang, Justice of the Supreme Court – Chairman
- Justice Samuel Kwame Adibu-Asiedu, Justice of the Supreme Court – Member
- Daniel Yaw Domelevo, Former Auditor-General – Member
- Major Flora Bazwaanura Dalugo, Ghana Armed Forces – Member
- Professor James Sefah Dzisah, Associate Professor, University of Ghana – Member
The diverse composition of the committee reflects a blend of legal, academic, military, and accountability expertise. Analysts say this signals the gravity with which the presidency is treating the matter, and the need for a transparent, independent probe.
According to a statement signed by Felix Kwakye Ofosu, the President’s spokesperson and Minister for Government Communication, the formation of the committee is in strict compliance with constitutional provisions and aimed at preserving public trust in the judiciary.
The petitions—filed by individuals including constitutional law scholar Prof. Stephen Kwaku Asare—cite alleged irregularities such as the unauthorized reconstitution of Supreme Court panels, issuance of practice directions without requisite legal backing, and breaches in the judicial appointment process.
In line with Article 146(10) of the Constitution, the President has also suspended the Chief Justice pending the outcome of the inquiry. The committee is expected to begin its sittings in the coming days.
