GRA postpones energy levy implementation following Finance Minister’s directive

The Ghana Revenue Authority (GRA) has announced a postponement of the implementation of the Tariff Interpretation Order (TIO) No. 2025/004, which pertains to the Energy Sector Levies (Amendment) Act, 2025 (Act 1141).

This move delays the expected increase in the Energy Sector Shortfall and Debt Repayment Levy (ESSDRL) on selected petroleum products, which was initially scheduled to take effect from June 16, 2025.

In a circular signed by the Commissioner-General, Mr. Anthony Kwasi Sarpong, the GRA said the directive follows consultations between the Ministry of Finance and relevant stakeholders.

“This directive is issued to postpone the implementation date of Tariff Interpretation Order (TIO) No. 2025/004 relating to the Energy Sector Levies (Amendment) Act, 2025 (Act 1141),” the statement read.

The authority emphasized that the suspension is in line with a directive from the Finance Minister and urged all affected ports and stations to comply accordingly.

“Accordingly, the increase in the Energy Sector Shortfall and Debt Repayment Levy (ESSDRL) for selected petroleum products, which would have to take effect from the 16th of June 2025, has been postponed.”

The GRA assured the public that a new effective date for the implementation will be communicated in due course.
