Why acting CEOs of state-owned enterprises after nine months?

Renowned anti-corruption campaigner and former Executive Director of the Ghana Integrity Initiative, Vitus Azeem, has expressed surprise at the fact that several Chief Executive Officers(CEOs) of State-owned enterprises(SOEs) remain in acting capacities after nine months since the National Democratic Congress( NDC) led by President John Mahama, took over the reins of government.
Mr Azeem wonders whether this development is due to the President being undecided as to whether these CEOs ought to be confirmed as substantive heads of these SOEs or not.
“Sir, it is nine months since you assumed office, but some heads of SOEs are still holding Acting Positions. Still undecided?” He quizzed in a social media post.
Even though Mr Azeem did not mention names, it is a known fact that some CEOs remain acting CEOs. Sofo Rashid, Computer and Wisdom Yayra Deku remain acting Chief Executive Officer of the Ghana Investment Fund for Electronic Communications( GIFEC) and acting Executive Secretary of the National Identification Authority, respectively.
Acting Chief Executive Officers are generally limited in their efficiency and effectiveness due to their limited authority. Substantive heads tend to allow for greater efficiency due to having full authority and command over organisations.
