Ekow Assafuah accuses gov’t of violating constitution in road funding approval

Old Tafo MP Vincent Ekow Assafuah has accused the government of flouting constitutional and financial regulations in approving multi-year spending for road projects.
He argued that a correspondence between the Ministry of Finance and the Ministry of Roads shows that “the Ministry of Finance has given a Multi Year Expenditure Approval to the Roads Ministry WITHOUT PARLIAMENTARY APPROVAL in blatant breach of the PFM Act.”
Assafuah stated that although Parliament only approved GH¢13 billion for the Big Push Project in the 2025 budget, the Finance Ministry has issued approval covering the 2025, 2026 and 2027 fiscal years, insisting this “affronts the Constitution of Ghana (Article 181) and that of the PFM Act.”
He cited Section 33 of the PFM Act, emphasising the requirement for Parliamentary authorisation before government can commit to spending beyond one fiscal year.
“Parliament may, in the annual budget, authorise a covered entity to make a multi-year expenditure commitment,” he quoted, arguing the law bars such commitments without prior Parliamentary approval.
Assafuah described the action as an attempt to “perpetuate illegality” and labelled the administration “a government of illegality, thievery and hypocrisy.”
