Former NSA Boss Pleads Not Guilty to GH¢1.5bn Fraud Charges

Former NSA Director-General Mr Osei-Assibey Antwi has pleaded not guilty to fourteen counts of financial misconduct, including causing financial loss to the state, stealing, and money laundering
The alleged unlawful transactions range from GH¢516,000 to GH¢55 million, collectively exceeding GH¢1.5 billion.
The High Court, presided over by Justice Kizita Naa Koowa Quarshie, has granted him bail set at GH¢800 million.
The stringent conditions require six sureties with matching property, the surrender of his travel documents, and a mandate to report to the police twice monthly.
The prosecution, which did not oppose bail, nonetheless highlighted the gravity of the charges and expressed concerns about the accused’s availability for trial. The defense countered by asserting his innocence, citing his cooperation with investigators and his record of public service.
The case has been adjourned to December 2, 2025, with the prosecution ordered to file all disclosures. The state alleges that, as the NSA’s principal spending officer, Mr. Osei-Assibey sanctioned payments to non-existent personnel.
