SML petitions CHRAJ over alleged abuse of power by OSP

Strategic Mobilisation Ghana Limited (SML) has filed a petition at the Commission on Human Rights and Administrative Justice (CHRAJ) accusing the Office of the Special Prosecutor (OSP) of bias, abuse of power and violations of fair administrative process in its probe of the company’s revenue assurance contracts with the Ghana Revenue Authority (GRA).
In the November 12, 2025 petition, SML cites Article 218 of the Constitution and the CHRAJ Act, arguing that the OSP’s conduct amounts to a “gross abuse of discretionary power.”
The company singles out lead investigator Albert Akurugu, alleging conflict of interest linked to his past work in the GRA’s Customs Division and accusing him of pursuing the case with “personal animus.”
SML also challenges the OSP’s June 10 raid on its premises, claiming officers destroyed servers, dismantled CCTV systems and breached digital forensic protocols, actions it describes as deliberate operational harm.
It further accuses the OSP of suppressing favourable assessments from the GRA, NPA, Ministry of Finance and Ghana Standards Authority.
The company is asking CHRAJ to find the OSP and Akurugu liable for administrative injustice, bias, improper evidence handling and misrepresentation.
