The Ghana Police Service has arrested Samuel Obeng who was seen in a viral video administering a substance suspected to be cigarette to a child.
He was arrested on November 22, 2025 through an intelligence led operation.
Samuel Obeng clarified that the incident occurred five years ago.
The suspect has been placed in police custody to assist with the investigation and will be arraigned.
