Attorney General drags ex-GIIF leaders to court over controversial sky train payment

The Attorney General, Dr. Dominic Akuritinga Ayine, has filed criminal charges against former Chief Executive Officer of the Ghana Infrastructure Investment Fund (GIIF), Mr. Solomon Asamoah, and the Fund’s former Board Chair, Prof. Christopher Ameyaw-Akumfi, over their alleged involvement in the failed Accra Sky Train project.
The charges, filed at the High Court (Criminal Division) in Accra on May 13, 2025, center around the alleged unlawful disbursement of US$2 million to Africa Investor Holdings Limited in 2019 for a sky train system that was never constructed.
According to the charge sheet, the two are facing multiple charges including:
- Conspiracy to wilfully cause financial loss to the Republic
- Wilfully causing financial loss to the Republic
- Conspiracy to intentionally dissipate public funds
- Intentional dissipation of public funds
The prosecution contends that Mr. Asamoah (1st Accused) and Prof. Ameyaw-Akumfi (2nd Accused) acted jointly and without proper authorisation to cause the payment of the US$2 million from GIIF resources to Africa Investor Holdings Ltd.
The payment was supposedly meant for the development of a sky train project in Accra—an initiative that never materialized.
Both men are accused of breaching provisions of the Criminal Offences Act, 1960 (Act 29) and the Public Property Protection Decree, 1977 (SMCD 140).
Mr. Asamoah served as GIIF CEO from 2017 to 2024, while Prof. Ameyaw-Akumfi chaired the GIIF Board from 2017 to 2021. The controversial transaction took place during their overlapping tenures.
