Caution, not clearance – Agbana breaks down the president’s decision on Sammy Gyamfi

Former NDC youth leader Edem Agbana has called out what he describes as a deliberate misrepresentation of President Mahama’s action regarding the Sammy Gyamfi dollar gift saga.
“There is a difference between caution, clearance, and pardon. And what President Mahama gave was a caution—not a pardon and certainly not clearance,” Agbana explained during a panel discussion on Good Morning Ghana monitored by MyNewsGH.
He pointed out that media misreporting has fueled confusion about the disciplinary step taken.
According to Agbana, caution is a recognized form of sanction for minor misconduct in many jurisdictions, including Ghana.
“Even in schools and institutions, caution is a formal warning,” he noted, emphasizing that Gyamfi’s caution reflected the high standards President Mahama expects from his appointees.
He described the situation as one rooted more in public expectation than actual legal violations.
“People are angry not because there was any law breached, but because they expect more from the NDC. That’s fair—but let’s not twist the facts,” he said.
Agbana also pushed back against calls for Gyamfi’s removal, pointing to a double standard. “The NPP, after years of unchecked corruption, has no moral authority to lead this charge,” he asserted.
Despite acknowledging the public’s frustration, Agbana insisted the issue must be addressed with clarity and fairness, especially in distinguishing political ethics from legal violations.
“The president acted appropriately. The gentleman apologized out of respect for Ghanaians, even though he broke no law.”
