Dumsor levy is 8x worse than E-levy – Bawumia calls out NDC for betraying Ghanaians

Former Vice President and NPP flagbearer Dr. Mahamudu Bawumia has slammed the National Democratic Congress (NDC) for what he describes as a grand deception, accusing them of introducing a “dumsor levy” that is eight times more expensive than the scrapped E-Levy.
Speaking during a community engagement, Bawumia didn’t hold back.
“The NDC has told a lot of lies. Everyone sees their lies every day. Last night, I hope you all saw it. They have introduced a dumsor levy,” he said.
The levy, officially passed by Parliament under a certificate of urgency on Tuesday, June 2, 2025, imposes a GH¢1 charge on every litre of fuel purchased. Bawumia drew a sharp contrast between this and the E-Levy, which the NDC had campaigned against and subsequently scrapped upon assuming power.
“They said they would scrap the E-Levy our government introduced and they’ve done that. However, after doing that, they have clearly deceived Ghanaians by introducing the dumsor levy which is eight times higher than the E-Levy.”
He broke it down for Ghanaians: “With the dumsor levy, they are charging Ghanaians 1 cedi on every liter of fuel. What this means is that if you buy 1000 cedis worth of fuel, you will pay 83 cedis as tax. With the E-Levy, if you sent 1000 cedis to someone, you would only pay 10 cedis. But under the NDC and their dumsor levy, for 1000 cedis worth of fuel, you’ll pay 83 cedis.”
The former Veep’s comments have reignited the debate over taxation and fuel pricing, as many Ghanaians are still reeling from economic pressures.
While the new levy is intended to tackle longstanding energy sector debts—particularly those accrued during the peak of the “dumsor” (persistent power outages) crisis—critics argue that the burden is once again being shifted to already struggling citizens.
