Gov’t prioritizes disability rights with new amendment bill

In a firm show of support for Ghana’s disability community, the Deputy Minister for Education, Dr. Clement Apaak, has reaffirmed the commitment of President John Dramani Mahama’s administration to advancing the rights and inclusion of Persons with Disabilities (PWDs) across the country.

Addressing Parliament during the observance of this year’s National Day for Persons with Disabilities, Dr. Apaak emphasized the government’s resolve to strengthen the country’s legal and institutional framework protecting the rights of persons living with disabilities.

“Mr. Speaker, H.E. President Dramani Mahama is committed to strengthening Ghana’s legal framework for disability rights and is prioritizing the passage of the Persons with Disabilities (Amendment) Bill.

“A Legislative Instrument will also be introduced to operationalize the reenacted Act,” he told Parliament.

This legislative move, according to the Deputy Minister, forms part of a broader national agenda to ensure that PWDs are not only recognized but also empowered to participate fully in society without barriers.

Beyond legal reforms, Dr. Apaak highlighted the administration’s strategic plan to drive workplace inclusion through collaboration with the private sector.

“Mr. Speaker, the government is committed to partnering with private sector employers to ensure that at least 5% of their competent workforce is recruited from the disability community.

This is a critical step toward economic empowerment and workplace inclusion,” he noted.

He added that many qualified persons with disabilities are more than capable of holding key positions in the workforce, and urged both private and public institutions to champion inclusive hiring practices.
