Martin Kpebu accuses OSP of shielding key suspect in scholarship scandal

Martin Kpebu has accused Special Prosecutor Kissi Agyebeng of interfering in an investigation involving a former public official, describing the conduct as “clear corruption under the law.”

Kpebu said investigators at the OSP were preparing to arrest a man he identified as Kingsley, a former officer connected to a scholarship matter.

According to him, the team had completed its work and was set to take action when the Special Prosecutor intervened. “He stopped them,” Kpebu claimed. “The explanation was that ‘he is my friend.’”

He argued that such conduct meets the legal definition of corruption. “Corruption is not only about money,” he said. “If you use your authority to benefit a friend or relation, that is corruption—even without one cedi exchanging hands.”

Kpebu said other individuals involved in the matter will serve as witnesses if a committee is set up. “Names will come up before the proper body. The evidence exists,” he noted.

He said the incident is one of several reasons he believes the OSP has “no moral basis to investigate others.” According to him, “an institution cannot demand accountability from citizens if it refuses to apply the same standards internally.”

He concluded that the interference allegation strengthens the argument for leadership change at the OSP. “You cannot run an office like this and expect the public to trust you,” he stated.
