Millions paid, but health system underperformed

Health Minister Kwabena Mintah Akandoh has criticised the performance of the contractor behind Ghana’s former national health data platform, saying the system delivered less than half of its expected output despite receiving most of the allocated funds.

He stated that the State inherited a digital platform that lacked proper delivery and accountability.

“At the end of the expiration, out of the 950 facilities, only 450 had been connected,” he said, noting the contract originally spanned three years but was later stretched to five years without satisfactory outcomes.

“You would all agree with me that a contract meant for three years, extended to five years, but with only 450 facilities delivered, clearly shows the company underperformed.”

According to the Minister, the government still paid a significant share of the contract value.

“By December 2024, the vendor had been paid about $77 million out of the $100 million. Clearly, more than 70% of the total amount had been paid, yet less than 50% of the work was done,” he stressed.

He also condemned the situation where sensitive national health data was hosted outside Ghana.

“It is unconscionable for any company to have access to the electronic medical records of Ghanaians without the state having control. With the cloud infrastructure built somewhere in India, we had to act,” he stated.
