Minister confirms 1D1F abolished, declares 24-Hour Economy the new game changer

Minister for Trade, Agribusiness and Industry, Elizabeth Ofosu-Adjare, has formally announced that the One District, One Factory (1D1F) policy initiated under the Akufo-Addo administration has been abolished, with the 24-Hour Economy initiative now taking precedence under President Mahama’s government.

Answering an urgent question posed by Effutu MP and Minority Leader, Alexander Afenyo-Markin, on Tuesday, July 8, the Minister confirmed that the 1D1F policy no longer exists in any active form.

“As of now, there is no policy as 1D1F. The 24-hour economy is the new thing on the block, the game changer,” Ofosu-Adjare told Parliament.

Pressed by Afenyo-Markin to outline specific incentives and investment packages being introduced to attract private sector investment in the absence of 1D1F, the Minister pointed to agro-industrial reforms under the new policy.

“Mr. Speaker, we are doing agro-parks, which seek to be a great game changer, especially in the agro-processing zones… to produce around the clock for import substitution, export, foreign exchange, and to create jobs for our teeming youth,” she explained.

The 24-Hour Economy policy was a key campaign promise of the NDC, aimed at stimulating job creation and industrial productivity by encouraging continuous shifts across key sectors of the economy.

According to the Minister, the focus now is on strategic industrial clusters rather than scattered district-level initiatives, with agro-processing zones expected to drive growth and employment.

“Mr. Speaker, I want to draw the House’s attention to the fact that as of now, there is no policy as 1D1F,” she reiterated for emphasis.
