Money does not like noise – Afenyo-Markin jabs Muntaka for ‘pocketing’ GHC4bn

Parliamentary proceedings on the 2026 National Security Council budget were briefly disrupted on Tuesday, December 16, 2025, as the Minority Leader, Alexander Afenyo-Markin, raised concerns over what he described as a GH¢4 billion allocation linked to the Interior Minister’s expanded national security role.

The report of the Committee on Security and Intelligence was eventually laid and made available to Members after initial objections from the Minority, with the Speaker confirming its formal presentation before debate proceeded.

Earlier, Afenyo-Markin challenged the introduction of additional budget documents, saying the Minority had not been notified or provided copies of an addendum connected to the Ministry of Interior’s new mandate. He questioned the timing of the documents, arguing they appeared suddenly during proceedings.

Addressing the House, he said the Interior Minister entered the chamber with new documents that had not been circulated, describing the move as a breach of consultation and parliamentary practice.

The Minority Leader then turned his criticism directly at Interior Minister Mohammed-Mubarak Muntaka, accusing him of avoiding accountability over the alleged allocation. He suggested the minister’s silence on the matter was deliberate and linked to the size of the funds involved, insisting that such a figure demanded explanation.

As exchanges intensified, the Speaker, Bernard Ahiafor, intervened repeatedly, cautioning Members against debating a report that had not yet been properly laid and urging restraint until the correct procedures were followed.

Afenyo-Markin further warned the Majority against marginalising the Minority in budget processes, cautioning that attempts to run what he termed a “one-sided Parliament” would draw scrutiny from civil society groups.

Proceedings resumed after the Chairman of the Committee on Security and Intelligence formally laid the report on the 2026 National Security Council budget estimates, clearing the way for distribution to Members and further parliamentary consideration.
