‘Ndaadaa budget’ – Amin Adam slams gov’t over special import levy extension

Former Finance Minister Dr. Mohammed Amin Adam has criticized the 2025 budget presented by Finance Minister Dr. Cassiel Ato Forson, describing it as deceptive.
He expressed disappointment over the government’s decision to extend the Special Import Levy indefinitely, despite earlier promises to abolish it.
“I am really surprised that the government that is resetting Ghana with a tradition of abolishing taxes is fighting so hard to reintroduce and extend the special import levy in perpetuity,” he stated on the floor of Parliament.
Dr. Amin Adam accused the Mahama administration of breaking its own promises, arguing that Ghanaians voted for a government that pledged to remove burdensome taxes, not to extend them indefinitely.
“You are breaking the tradition you have set for yourself, and this is not what the Ghanaian people voted for. They were promised you were going to abolish it, and now, you are extending it in perpetuity; this is not acceptable,” he added.
He further reinforced his stance by referring to the budget as “Ndaadaa”—a Twi word meaning deceptive—suggesting that it does not align with the expectations set by the government. His remarks have fueled debate in Parliament, with critics questioning the administration’s commitment to its tax policies.
