No more E-levy; GRA issues final directives to charging entities

The Ghana Revenue Authority (GRA) has officially directed all charging entities to cease the collection of the 1% Electronic Transfer Levy (E-Levy) following President John Dramani Mahama’s assent to its repeal.

“We wish to inform you that the President of the Republic of Ghana has assented to the Electronic Transfer Levy Act, 2022 (Act 1075) and the Electronic Transfer Levy (Amendment) Act, 2022 (Act 1089) bill, which abolishes the 1% E-Levy. This takes effect from today, 2nd April 2025,” the GRA announced.

All platforms are required to implement a “no charge” policy immediately, stop applying the levy across all channels, and process refunds for deductions made on April 2, 2025.

Additionally, entities must ensure outstanding E-Levy charges from transactions before this date are accounted for.

The repeal of the E-Levy, which was widely criticized since its introduction, has sparked mixed reactions.

While many see it as a win for mobile money users, others question the economic implications.
