See the list of 12 former NSA officials to face prosecution over GH¢548m ghost names scandal

Twelve individuals, including top former and current officials of the National Service Authority (NSA), have been named as suspects in a staggering GH¢548 million ghost names payroll fraud, and are set to face criminal prosecution.

This was revealed by Attorney-General and Minister for Justice, Dr. Dominic Ayine, during a media briefing in Accra on Friday, June 13, 2025.

Dr. Ayine confirmed that his office, in collaboration with the National Intelligence Bureau (NIB), has concluded investigations into the massive financial scandal, which allegedly involved the payment of allowances to thousands of non-existent service personnel.

“These individuals played various roles in facilitating and concealing the payroll fraud,” Dr. Ayine stated. “All 12 suspects will be prosecuted for a range of serious offences.”

The suspects include:

  • Mustapha Ussif – Former Executive Director
  • Osei Assibey Antwi – Former Director-General
  • Gifty Oware-Mensah – Former Deputy Executive Director
  • Ohene Gyan – Former Deputy Executive Director for Operations
  • Abraham Bismark Gaise – Former Internal Auditor
  • Kwaku D. Agyei – Accounts Officer
  • Iddrisu Ibn Abubakar – Former Head of Accounts
  • Stephen Kwabena Gyamfi – Koforidua Director, NSA
  • Price A. Awuku – District Director
  • Jacob Yawson – MIS Administrator, Northern Region

Dr. Ayine added that two additional unnamed suspects have been identified and will be charged once formally processed.

The prosecution is expected to send a strong signal about the government’s resolve to tackle public sector corruption, especially within critical national institutions like the NSA.
