Veteran journalist Paul Adom-Otchere has offered a detailed breakdown of why the criminal trial involving former National Signals Bureau boss Kwabena Adu Boahene is complex, insisting the issues go far beyond a simple corruption narrative.
Speaking on Good Evening Ghana monitored by MyNewsGH, Adom-Otchere said the difficulty lies in separating alleged criminal conduct from established national security practices.
“It was very difficult to tell the story so that it’s very simple and it’s not complicated, because there are a few detailed things that must be explained,” he said.
He explained that Dubuah’s lawyers argue the actions cited by prosecutors mirror standard national security operations globally.
According to Adom-Otchere, lead defence counsel Thaddeus Sory told the court that “the conduct that is being alleged against Dubuah is conduct that, if you take national security documentation, processes, money payments and all of that from 1993, you will find it there.”
Adom-Otchere stressed that national security operations function under presidential authority, not ministerial control.
“Nobody except the president can direct national security,” he said, adding that operatives are often given latitude to “conduct operations in a certain way, even to circumvent certain rules and regulations.”
He noted that the defence insists Dubuah’s actions were not exceptional.
“If you bring any national security operative who operated in Kabiru Dubuah’s role, you will find that person will behave the same way,” Adom-Otchere said. “That is their work. There is nothing to be accused of.”
